Water Resources

He holds a degree in Civil Engineering from the Federal University of Ceará (1990), a Master’s Degree in Hydraulic Engineering and Sanitation from the School of Engineering of São Carlos (1995) and a PhD in Civil Engineering from the Polytechnic School of the University of São Paulo (2006) . He is currently a professor in the Department of Hydraulic and Environmental Engineering of the Federal University of Ceará (2008-current). He was coordinator of the postgraduate program in water resources, sanitation and geotechnics (POS DEHA) in the period 2011-2015. He is a member of the Advisory Committee of Engineering and Environmental Sciences of CNPq, the Advisory Committee of FUNCAP and serves as project analyst for several State Research Support Foundations. He coordinates the UFC’s “Climate Risk Management for Water Sustainability” Research Group. He is an Associate Researcher at the Columbia Water Center at Columbia University in New York (2006-current). Serves as editor and reviewer in several national and international magazines. He held plenary lectures at various national events such as symposiums and national and regional congresses, in the Federal Senate, Chamber of Deputies, National Water Agency and National Council of Water Resources, among others. As well as, he was invited to lecture at international events at universities, among others at Columbia, Harvard and University of Illinois at Urbana-Champaign. He develops research in the area of Water Resources, with emphasis on the following topics: water allocation, water resource economics and planning, climate and water resources, reservoir operation and water quality. He was an employee of the Water Resources Management Company (COGERH), 1994-2007, and participated in the implementation of the same as head of the department of studies and projects. He was Technical Planning Manager of the Secretary of Water Resources of Ceará responsible for technical coordination of Prourb, Proagua and Progerirh World Bank projects (1999-2001). He was President of the Cearense Foundation of Meteorology and Water Resources (FUNCEME), (2001-2006). He was Professor of the University of Fortaleza (UNIFOR), (1995-2003). He was a member of the National Council of Water Resources and chaired the Technical Chamber of the National Water Resources Plan during the elaboration of the National Plan (2005-2006). He was President of the Brazilian Association of Water Resources (2008-2009). He has developed projects as coordinator of projects and networks with different national and international organizations among them: CNPq, FINEP, ANA, CGEE, ONS, FUNCEME, Ministry of Integration and World Bank and regional COGERH (Ce), CAGECE (Ce), COMPESA ), APAC (Pe).
